Memorandum of Understanding - ABC Victoria and Victorian Emergency Services Organisations

The Victorian public can get prompt, clear and concise information during an emergency as a result of a Memorandum of Understanding (MOU) between Victoria’s emergency services, the Bureau of Meteorology and the Australian Broadcasting Corporation (ABC).

In an Australian first, the Minister for Police and Emergency Services signed the MOU on behalf of the emergency services on 4 February 2004. 

The agreement, which was established as result of the Victorian Bushfire Inquiry, states that the ABC will broadcast an emergency message immediately, repeatedly, and for as long as necessary, as requested by Victoria's emergency services.

Emergency services will use the MOU only for one or more of the following reasons:

  • if a life or lives is /are in danger
  • if there is the threat of significant property damage
  • if an assessment has been made that an ABC broadcast could reduce the threat of public panic, or
  • if the use of the service assists emergency services in their job.

Participating Agencies

The following agencies participate in the arrangements:

  • Country Fire Authority (CFA)
  • Department of Sustainability and Environment (DSE)
  • Environmental Protection Authority (EPA)
  • Metropolitan Fire and Emergency Services Board (MFB)
  • Victoria State Emergency Service (VicSES)
  • VicRoads
  • Victoria Police
  • Metropolitan Ambulance Service (MAS)
  • Life Saving Victoria (LSV)
  • Rural Ambulance Victoria (RAV)
  • Bureau of Meteorology (Victorian Regional Office).
