Memorandum of Understanding - ABC Victoria and Victorian Emergency Services Organisations
On 16 November 2009 the Minister for Police and Emergency Services, on behalf of the State of Victoria, signed a memorandum of understanding (MOU) with ABC Victoria, for the broadcast of emergency warnings and information.
The purpose of this MOU is to help ensure that emergency warnings and information is broadcast across Victoria through ABC Local Radio, to reach the broadest possible audience.
The MOU sets out obligations of the ABC and emergency services and shows a clear, common understanding in relation to the importance of broadcasting warnings.
Under the MOU, the ABC is obligated to broadcast warnings as requested by the emergency services, in a timely manner, and in the form provided by the emergency services. Emergency services in turn have an obligation to provide warnings to the ABC. The MOU also makes provision for 24/7 contact details to be available to emergency services, so they can contact the ABC to arrange urgent broadcasts.
The MOU covers “all hazards” including, flood, fire, transport accidents, terrorist incidents, earthquakes or environmental emergencies.
The State entered into an earlier MOU with ABC Victoria in 2004. The newer MOU, signed on 16 November 2009, replaces the 2004 MOU.

- Victoria Police

- other agencies as represented under the emergency management arrangements in Victoria
