Part A - Setting the Scene

Chapter 1 includes a general introduction to the inquiry and processes undertaken to complete the report. Chapter 2 provides an overview of the geography and history of Victoria and the part that these played in the fires. Chapter 3 outlines the evolution of the legislative framework. The story of the 2002-2003 fires is told in Chapter 4. The public submissions are analysed in Chapter 5, and Chapter 6 examines the weather during the 2002-2003 fire season.

Part B - Fire and Public Land

Explains and analyses some key technical issues regarding approaches to land and fire management.

Part C - Community and Agency Preparedness

Examines the community and agency prevention and preparedness for the 2002-2003 fire season including the utilities, fire agencies and the broader role of municipal councils and government.

Part D - Response and Recovery

Analyses how the fire agencies responded to the fire emergency including the State’s emergency management systems and also the process of recovery which should operate in parallel.

Part E - The Way Forward

Brings together and further develops some of the issues raised and makes recommendations to address organisational and systems issues in the longer term.
