Victoria's Drought Social Recovery Program: Commencing An Evaluation Process

The declaration of drought in some Victorian regions and the subsequent impact of the drought on communities prompted the Department of Human Services to initiate a drought social recovery strategy in 2003. An element of this has been the identification and allocation of funding to support the employment of community development workers and counsellors.

The Office of the Emergency Services Commissioner, in consultation with the Department of Human Services - State Emergency Recovery Unit, undertook to design and facilitate the first phase of a program evaluation process. This report documents the results of this phase and sets out an agenda which will enable evaluation to be continued.
