Emergency Resource Providers Support Scheme

About the Scheme

The Victorian Government protects owners of private equipment used during emergency operations if they suffer property damage or other loss.

The Emergency Resource Providers Support Scheme is special insurance that covers owners of equipment and other resources who are asked to hire their resources, on an ad hoc basis, to a participating department or agency (including councils) if required for use in emergency operations. The scheme does not apply to resource providers working under the provisions of a specific pre-existing contract.

Examples of equipment hired include:

  • earthmoving equipment
  • water tankers
  • cranes.

The private sector is a key source for the provision of equipment used in emergency response and recovery operations. Victoria's emergency management system values the contribution that private resource providers can make and does not want insurance considerations to be a disincentive to their involvement. This scheme removes these disincentives, and should assist emergency services and other agencies access specialised resources needed to respond to an emergency because it answers the question "what about insurance?".

Insurance cover

Insurance is available when a resource provider is directed by a tasking agency which is a member of the scheme. Cover is provided by the Victorian Managed Insurance Authority and full details about the scheme are available at the Victorian Managed Insurance Authority link on the right. The Office of the Emergency Services Commissioner coordinates the scheme and has worked to bring about its inception.
