Deputy Commissioner Brian Hine - Profile

Brian has an extensive career spanning over 30 years with a diverse range of Victorian state government departments disciplines including: land administration, aged and disability services, juvenile justice, child and family welfare, local government reform and emergency management.
Brian joined the Office in 2003 and has been Deputy Commissioner, Performance and Review, since May 2007. In his current role, Brian supports the Commissioner’s statutory responsibility to establish and monitor standards for Victoria’s emergency services agencies and to advise, make recommendations and report to the Minister on any issue in relation to emergency management.
This includes developing, monitoring and reviewing a range of complex emergency services standards for fire, telecommunications, road rescue, flood and storm. Brian has substantial experience in the areas of governance and probity, policy analysis, project and contract management.
Brian and his Performance and Review team are dedicated to accountability and continuous improvement and undertake reviews, inquiries and projects to strengthen Victoria’s emergency management performance. The branch also develops emergency management standards that promote good practice and monitors and evaluates performance against these standards. The team is committed to evidence based reporting that is founded upon valid and reliable data and information.
In 2007, Brian and his team won the Victorian Spatial Science Institute Spatial Excellence People and Community Award for the Wildfire Project and were awarded a Commendation as part of the Australian Safer Communities Awards for their contribution to the Australian Emergency Management Information Development Plan (ABS pub.1385.0).
Brian holds a Bachelor of Arts Degree, a Graduate Diploma in Regional Administration and a Masters in Public Policy. On a personal note, Brian’s interests include fine food and wine, art, literature, hunting and natural history.
